Ran into this issue today where a users contacts were no longer syncing with his Blackberry. This can happen when there are Outlook Contacts that have no name as well as just a buggy sync. Here’s the process I followed to get it working again:

1. Make sure you have no contacts with a blank name. Every contact needs to have at least a first or last name, or a company name. In Outlook contacts with no name appear under Unamed.
2. Remove Battery for a couple minutes, replace, and power on your phone.
3. Wait about 20 minutes, if you still don’t get a sync, then try:
A. From your Black Berry go to Options > Advanced Options > Enterprise Activation
B. Hold down <ALT> and type CNFG
C. You will enter a hidden menu, from there change “Wireless Sync” to No.
D. Exit this menu, and save.
E. Wait 30 seconds, repeat A-C but this time change “Wireless Sync” to Yes.
F. Exit the menu, save, and a new sync should start that should have your missing contacts.

In Outlook 2003 you may not see your Outlook Address Book in the drop down for all Contacts. This can be a hassle if you have contacts in Outlook but not in your Global Address List.

1.  On the Tools menu, click E-mail Accounts.
2.  Click to select View or change existing directories or address books, and then click Next.
3.  If your Outlook Address Book is listed, click Cancel, and then go to the steps in the “How to Mark Your Contact Folder for Use with Your Address Book” section.
4.  If your Outlook Address Book is not listed, click Add.
5.  Click to select Additional Address Books, and then click Next.
6.  Click to select Outlook Address Book, and then click Next.
7.  Click OK when you receive the prompt that the address book you added will not start until you click Exit from the File menu.
8.  Click Finish.
9.  Click Exit from the File menu, and then restart Outlook.
